I was in Sanya last year. Didn't go diving - was with me kids who don't need help sinking yet.
It was sound - stayed at the Marriot I think and it was beautiful. Did notice lots of diving / divers. Can't hazard a guess whatthe safety is like - one company were trying to tell us our kids (then aged 7 & 6) could scuba dive without any training because it was so easy....
Beaches are great - foods fine - obviously the towns are typical Dirtland - depends if you like that sort of thing.
