One of my living room windows was glued shut to protect the air conditioner, but now the air conditioner pan is leaking and I can't get to it to fix it. Can anyone recommend a good handyman who can speak adequate English to help me and who works at a reasonable rate?

do you mean they used silastic to "glue" the window shut ??? if so its easy to remove with a knife ...

I removed the white stuff around the window ( like the sealant around a bath) and still can't open it

Might be screwed shut as well. If it has a window frame, chances are that the RAC is screwed into the frame as well. You'll have to rip the unit out of its case and check the side that's adjascent to the window in question.
(RAC= Room Air Conditioner... otherwise known as a "window rattler")
Remove the front cover of the AC, (make sure the unit is unplugged) and pull the guts of the unit out. The whole thing will slide out quite easily, but be careful, it might be a little heavy for you. As you start pulling it out, look from the top to see if you can see a large black metal cylindrical object... that's the compressor, and it's the heaviest thing in there. So if you have a friend helping you, put them on that side
