Are visas needed for Cambodia for Hong Kong citizens and Americans. If so can you get it once you arrive there?

Visa Upon Arrival
Place of Arrival: - Phnom Penh International Airport - Siem Reap International Airport - Veung Kham* - Bavet* - Khorm Samnor* - O'smach* - Poipet* - Koh Kong* *When travelling overland, we recommend obtaining visas in advance from the Cambodian Embassy, since visa conditions can be subject to change at these border crossings.
Visa Fee: - USD 20 per Visa (Tourist Visa) - Processing Time: Approximately 10 - 20 minutes - Requirements: Visa application form (to be obtained at the airport) - One passport size photograph - Valid passport - USD 20 in cash
