Italian police are notoriously incompetent and trigger happy. Once an Italian friend gave me a ride on his Vespa, but didn't have a helmet for me. He shrugged it off saying with a laugh "oh well, you are sitting behind. The police is going to shoot at you, not at me".
The anger and rioting is against police violence, not against fans of other sports teams. The policeman shot a person who was peacefully sitting in his car, not rioting hooligans.
I want to die peacefully in my sleep, like my Grandfather. Not screaming and in terror, like his passengers.

Er...the fans were rioting at a service station. Is it OK to riot against the police? How do you know he was peacefully sitting in his car? Source or link?

So the shots were fired without any regard for where they fell and the guy was in a car away from the rioting fans. That sounds like the cop is at fault but we don't know how much danger he was in when he felt the need to shoot. It is a bit like the Hillsborough disaster in that the cops were at fault for letting Liverpool fans into the already crowded end. It was crowded because Liverpool fans were trying to force their way into a full end. It was a full end because fans with forged tickets or no tickets were trying to get in or were already in the ground. That's the thing consequences from actions are not always obvious.
