its just bad standards, not all places are like this. proper training and good management are what this place needs. get some qualified people in.
and BTW i totally agree with LT and smog, dont get so fooking worried, bvacteria are good n necesary for you to build up resistance!!!! doh! dumbos

You also have to consider that this is an american report about american hotels. We all know that in general service standards in the US are utterly utterly appalling.
Actually i suspect that this kind of stuff is far less likely to take place in Asian hotels.
