it is about 35-45 mins on bus to central so yeah a bit far
sai kung to live there would be the same 20-30 mins to mtr 25 mins to central and bus to stanley but you do get more for your money in these places

Yes. 15K will get you a 3 bedroom/2 bathroom jobbie in Tung Chung (app. 1,220 sqft gross, 1,000 sqft net)
There's a cupboard included that's sometimes labelled as Maid's quarters, but it would be cruel to use it as such.
The facilities for kids are great and it's a 27 minute MTR ride to IFC (+ shuttle bus to MTR if needed)
IFC -> Island South: All depends on the Aberdeen Tunnel/Magazine Gap Road traffic situation. Probably about 30 mins...?
You could also get a house in TC village. More space for less money, but further away from the MTR.

We have converted that cupboard into maids quarantine zone, and she is happier there than on the floor in one of the kids rooms, as she can bola-bola all neet long on the phone to her mates in privacy.

Having my sister and her man staying with me in my ~700sf apt for a while makes me wonder how I used to live in a ~1000sf apt with my family without killing each other.
(There's an acceptance committee? How come I wasn't recruited as the secretary???)

$15k budget for 3 bedroom is hard to get now, let say out of NT. I just look around for a friend at the moment. $15k could go for 2 bedroom only. even kwl is difficult to get it now.
...... there's a area named "mei foo", near mtr, maybe you can try that out. at least their 900 sq/ft is much bigger than the new one.
