What does this expression mean to a brit ?
As in, just fancy, said the children.

It depends on the the context, but I assume it was something like "Just fancy that!" which is a less common form of "well fancy that!", "Well, would you fancy that!" and other variants. Essentially it's an expression of mild surprise, sometimes used straight and sometimes (you can tell from the tone) used sardonically.

You could use it in place of 'Just think about that - how surprising it would be [or was]...'
Since to fancy something is also to want / desire it.

I'd say it's most often used to express a fleeting but strong desire for a food item. As in...
'Ooh! I just fancy a pork pie.'

I think it's most often used to express a strong desire for a piece of ass. As in...
'fancy a shag?"

Slightly different conjugation Lucas.
The juxtaposition of 'just' with 'fancy' introduces a slightly frivolous note I feel, more suited to fatty food cravings than fornication.
