I suggest you read the story properly. Once they realised it was a Tibet flag, they most certainly did care, thought 'oops', and alerted the authorities, who I would suggest also give quite a bit of a s**t about it.

*Having not done opium I'm unsure if you can smoke the stuff and still wave a flag. Anecdotal evidence suggests flag waving would not be possible.
