Yes indeed she is.
Well no, as I understand it she was invited to inform the police of her plans (as anyone organising any protest or march or public gathering must do here, pretty much as one would have to in, say, London or New York). If she had done so she would have been able to protest freely with organised police "protection". Since she chose not to there's a limit to what the police could do "on the fly".
There are plenty of protest and marches in Hong Kong - I don't really see any curtailment of free speech in that regard.

I watched at least 7 Home Affairs Department buses loading up on my road with elderly people in "chung kwok ga yau" T-shirts and Chinese flags supplied by Lenovo. Seems our govt is under pressure from Beijing to ensure a good turn-out of patriots.

If nothing else, I was pleased to see the general lack of red T-shirts around town today. Most Hongkongers can still think for themselves.

Where I am (Wan Chai) there were quite a few - I would guess perhaps 5% of the people waiting in the streets around here were wearing something red, and probably 20-25% had applied one of those red stickers.
I didn't see a single orange t-shirt.

Pro-democracy activists were forced to abandon their own torch relay, after they were surrounded by angry spectators in Tsimshatsui. Members of the Hong Kong Alliance in Support of Patriotic Democratic Movements of China had planned to run along Salisbury, Nathan and Austin roads, to call for human rights on the mainland. But hundreds of people surrounded them - shouting abuse. Police formed a human chain around the group, and escorted them to Kowloon Park.
They were forced to abandon their torch relay because there was not a spare metre available to breath let alone move. There was too strong a sea of support by the public (in fact, across the whole of HK). It was not because they were abused by shouting protesters FFS.
The public have spoken, they are tired of the party pooper mentality of these rent a crowd, and turn up to protest and be negative any where any time, attention seekers.
They are the same doomdayers as WACO, the Time or Fortune or whatever mag at the time of 1997 saying HK was doomed after the handover. They always make good headlines for news print but they are like the boy who cried wolf......
