They seem to do this sort of stuff....otherwise, it's pretty hard to order that many unless by metal, one means 'gold / silver / platinum'

no problem mate - hope it works! My colleague here makes key rings for some customers but it's usually an MOQ of 5,000pcs.
and- I recall you gave me some good advice on window locks....which I drilled holes for - only to have the handyman turn up the next day and install bars! Double security I guess!

Try these guys, they are located in Hong Kong and I think they should be able to do small quantities.
The keyrings have this code/writing on them so that if someone find them they can contact you through the web site.
