Why should anyone be able to obtain a service and not pay? Even if it mean doing some sort of service for the institution. No one helped you get pregnant, no one should help you pay. NOW, if you are raped! and you need medical aide, then maybe that can be done for free.
I'm bored, I'm pi*sy, and, I have no shame.

They do it so that their kids have HK ID. There was talk of not registering the births a while back until the mothers had paid, but as usual with HK government it was all talk and no action!
Don't wait for your ship to come in, swim out and meet the bloody thing!

Yes, to get a free HK ID, that is.
Have no problem if the systems allows them that "certificate" here in HK but it ought to come at a price. Agree on the blahblahblah approach from our lawmakers.
Wonder what long-hair thinks about it. Seems he also is only good at "his" rhetoric? Or do I need an update?

i think its outrageous for poeople to leave without paying their bills......however do not forget, i know a lot of expats who kind of find it nice to run up huge bills just before they depart HK......
they are our own kind......now how about that?
